First UN thematic consultation on LBI updated draft

First intersessional thematic consultation of the United Nations Open-ended intergovernmental working group (OEIGWG) on transnational corporations and other business enterprises with respect to human rights.

In the run up to the 11th Session of the OEIGWG (20-24 October 2025), a series of four intersessional thematic consultations of the updated draft legally binding instrument (LBI) with textual proposals submitted by States during the ninth and tenth sessions of the OEIGWG has been recommended by the Chair-Rapporteur. 

The first thematic consultation held in Geneva on 15 and 16 April, focused on: 

  • Article 4 (Rights of victims) 
  • Article 5 (Protection of victims)
  • Article 7 (Access to remedy)

Next Steps:

  • 2-3 June: Second intersessional thematic consultation focused on Article 6 (Prevention) and Article 8 (Legal liability)  
  • 4-5 June: Third intersessional thematic consultation focused on: Article 9 (Jurisdiction), Article 11 (Applicable law) and Article 10 (Statute of limitations) 
  • 26-27 August (tbc): Fourth intersessional thematic consultation focused on a final assessment of the discussion of Articles 4 to 11 and possible proposals to be considered by the OEIGWG at its 11th session.
