As governments prepare to gather at the 64th Session of the United Nations Framework Convention on Climate Change (UNFCCC) Subsidiary Bodies (SB64) in Bonn, Germany from 8-18 June, 24 Catholic organisations from around the world, including CIDSE, have come together through the Network of Catholic Climate and Environment Actors (NCCEA) to present a shared set of advocacy messages for SB64 ahead of COP31.
At a time of escalating climate impacts, growing inequalities, warfare, food insecurity, energy crisis and increasing pressure on multilateral cooperation, the NCCEA urges Parties to recommit to solidarity, shared responsibility, and the common good. The coalition calls for climate action that prioritizes the needs and rights of frontline communities, Indigenous peoples, women, youth, and smallholder farmers across the seven negotiation thematic streams:
- Just transition
- Adaptation
- Action for Climate Empowerment
- Climate Finance
- Fossil fuel phase-out
- Loss and Damage
- Food systems and agriculture
The messages emphasize the need for sufficient, accessible, non-debt creating and grant-based climate finance, accountability from major polluters, meaningful participation in decision-making, and a rapid and equitable transition away from fossil fuels. Further, the NCCEA also calls for reforms to the international financial architecture, recognition of ecological debt, and the rejection of false solutions that risk deepening inequalities or further exploiting people and nature. Together, these messages offer a moral and practical vision for climate action; one that places human dignity, ecological integrity, and justice at its centre.
As the road to COP31 begins in Bonn, the NCCEA invites governments, faith actors, civil society, and all stakeholders to work together towards a future that safeguards both people and planet.

About NCCEA

The NCCEA is coalition of Catholic organisations collaborating to advance social and environmental justice through coordinated efforts in policymaking, and advocacy.
Together, they aim to influence policy processes and mobilize collective action in relation to the UNFCCC process by presenting a unified, clear, and compelling moral voice of Catholic actors grounded in Catholic Social Teaching.

CIDSE will be present in Bonn, coordinating the engagement of the NCCEA and facilitating dialogue with Parties and other stakeholders to convey these collective messages. Our advocacy focus will be climate finance, transitioning away from fossil fuels (TAFF) and just transition.
